Scenario on Toxic Industrial Chemical Release

A scenario on “Toxic Industrial Chemical Release” was conducted to elaborate how to handle an emergency situation of chemical release in closed compartment during the international seminar on “The Chemical Weapons Convention and Chemical Safety and Security Management” for member states of the OPCW in the Asian Region in collaboration with OPCW.

The event was conducted on 05th December 2019 at Galle Face Hotel Colombo. Former Chief of Defence Staff Admiral Ravindra Wijegunaratne graced the session as the Chief Guest.

International Seminar on “The Chemical Weapons Convention and Chemical Safety & Security Management” for Member States of the OPCW in the Asian Region

The National Authority conducted an International seminar on “The Chemical Weapons Convention and Chemical Safety and Security Management” for member states of the OPCW in the Asian Region in collaboration with OPCW from 03rd to 05th December 2019 in Gall Face Hotel, Colombo.

Major General (Retd) Kamal Gunaratne, Secretary, Ministry of Defence graced the opening session as the Chief Guest of the three-day seminar. He said the Defence Ministry had facilitated the industry needs while ensuring the effective implementation of the CWC.

Director of the National Authority, Additional Secretaries of Ministry of Defence, Director General of United Nations and Human Rights at Ministry of Foreign Affairs, Military Liaison Officer, Chief of National Intelligence, Fire Chief of Colombo Fire Service Department and distinguished invitees were also present at the inaugural session.

WORKSHOP ON “EMERGING CHEMICAL THREATS FOR NATIONAL SECURITY”

The National Authority for Implementation of the Chemical Weapons Convention (NACWC) organized a one day workshop on “Emerging Chemical Threats for National Security” aiming to facilitate effective and efficient awareness on Emerging Chemical Threats, new trends and case studies for CBRNE first responder units. The workshop was held on 24th March 2022 at Sappers Leisure Bay (SALEBA) Auditorium, Army Camp, Mattegoda.

Maj Gen WMGCSB Wijayasundara RSP USP ndu, Chief Field Engineer, Sri Lanka Army and Maj Gen MK Jayawardena RSP USP ndu, General Officer Commander Engineer Division witnessed the inauguration session of the event as chief guests.

Jayantha Edirisinghe, Additional Secretary (National Security) and Acting Director, NACWC welcomed all the invitees, guest speakers and participants to the event.

Dr. Rohan Perera, Former Senior Programme Officer, OPCW conducted the 1st session of the event with a valuable lecture on “Emerging Chemical Threats and New Trends” which was an eye-opening session for all the participants.

Professor Terney Pradeep Kumara, Professor, Department of Oceanography and Marine Geology, Faculty of Fisheries and Marine Sciences & Technology, University of Ruhuna conducted the 2nd session of the event with very much interesting case study on “Xpress Pearl Disaster” explaining overview of the Responder Operation, Challenges faced and the lesson learnt.

The session was concluded with an open discussion clarifying the doubts of the audience.

The workshop was concluded with the vote of thanks delivered by Commander (E) AC Samarasinghe, Coordinating Officer – NACWC thanking all the guest speakers, invitees, participants and organizing committee.
