NACWC SRI LANKA SUPPORTS REGIONAL WORKSHOP ON STRENGTHENING IMPLEMENTATION OF UNSCR 1540 AND STRATEGIC TRADE MANAGEMENT OF DUAL-USE GOODS

The National Authority for the Implementation of the Chemical Weapons Convention (NACWC) of Sri Lanka, in collaboration with the European Union Export Control Programme for Dual-Use Goods European Union Partner to Partner (EUP2P), the United Nations Office for Disarmament Affairs (UNODA), and the Government of Sri Lanka, successfully supported and contributed to conduct the international event of “Workshop on Promoting Implementation of UN Security Council Resolution 1540 and Strategic Trade Management of Dual-Use Goods” in South Asia which was held from 26 to 28 November 2025 at Sheraton Hotel, Colombo.
The workshop brought together 28 senior officials from Bangladesh, Indonesia, Maldives, and Sri Lanka to enhance regional understanding of UNSCR 1540, reaffirm national commitments toward its full implementation, and strengthen mechanisms for the effective management of dual-use goods and technologies. Throughout the programme, NACWC Sri Lanka collaborated closely with EUP2P, UNODA, and partner agencies, supporting discussions, facilitating coordination, and contributing national expertise on chemical safety, security, and nonproliferation measures.
Key discussions focused on core obligations under UNSCR 1540 and practical approaches for implementation, along with recent legislative and institutional developments aimed at preventing and mitigating proliferation risks. Participants also examined international practices in the regulation and management of dual-use goods and technologies. The workshop further highlighted the importance of inter-agency cooperation and information sharing as essential elements for building a regional community of practice, while identifying opportunities for continued partnerships with international support programmes.
NACWC Sri Lanka emphasizes the value of such regional initiatives in advancing nonproliferation objectives and promoting responsible and secure trade in dual-use goods. The Authority remains committed to further strengthening Sri Lanka’s national framework in alignment with global standards. The EUP2P programme reiterated its dedication to assisting partner countries in enhancing systems that uphold nonproliferation commitments and ensure secure and responsible trade.
NACWC Sri Lanka extends its appreciation to the Ministry of Foreign Affairs, the EU Delegation to Sri Lanka and the Maldives, UNODA, EUP2P, and all participating countries for their active engagement and valuable contributions throughout the workshop. The Authority looks forward to continued collaboration in future initiatives that contribute to regional and international security.
